It's been written that the original increase in AOC laws (in the 1880s and 1890s) was partially about men wanting to control female sexuality. Part of what makes that obvious is the fact that the law was never / almost never applied to boys, only girls. That's basically continued to the present day, though there are other problems going on there that lead to that disparity.
