Nonsense, as it was feminists pushing for control of the sexuality of men and girls, beginning with attacking marriage even before these refined laws. Further, the laws certainly did apply to boys, as Bax, a legal scholar of the time, mentioned boys being seduced by older girls, and considered rapists - not victims. As GL, we need not consider sodomy, which was also covered elsewhere.
