What I've seen written about those legal changes at that time discuss them being applied almost exclusively to girls and men. The change in the UK was actually specific in that it raised the "female" age of consent from 13 to 16. You saw the same pattern in the US, that it pertained to the AOC for girls/women. I don't think the legislation at the time could even be applied to women with young boys based on how it was worded.

On the "feminists" angle, this was more along the lines of reformers that included social-purity activists, temperance women, religious reformers, journalists, so on and so forth.
