Prostitution was definitely an issue

What's funny is that the argument today - that children can't consent to sex - didn't seem to exist then. It certainly seemed to have nothing to do with the AOC increases during that time period.

Besides trying to curb prostitution, they were also attempting to reduce the spread of venereal disease.

At least in terms of how it was advertised, "protecting" females was definitely a major theme. The name of the 1885 law in GB included "Protection of Women and Girls" in its long title.
