He is referring to the fervor and energy being put into fighting Covid 19 being transferred for to the fight to legalize adult-child sex.

As to Pedophilia not being illegal. Considering the social and legal climate the attraction is just about as illegal as any action is. Try these two statements for size. "I just ****** an 8-year-old" vs "I want to **** an 8-year-old" the former is more likely to get you killed but it is only slightly more likely to get you killed.
