What do you mean by legalize pedophilia?

Pedophilia is an attraction, not specific actions. "Getting arrested for pedophilia" being written in an article is something that most (all?) CLs dislike. How can you legalize an attraction? Or do you mean certain actions?

I don't understand how "legalizing pedophilia" is connected to fighting a pandemic.
