That's 14,707,400 co-conspirators. It's a thing I say to people who talk of a grand Jewish conspiracy.

Anyways to continue your point. You can't ride a wild horse. You have to break it first. In the same way, it is hard to control an unbroken group of humans. Pedophiles screw up the formula simply by preserving the wild.
