I think its probably more of an attempt to give a measure of mental maturity and responsibility.

Yes, man was allegedly instucted to 'go forth and multiply'. But looking at the world population today I rather think that we've gone forth and multiplied more than enough!

Nature, apparently, would still rather girls started making babies whilst young, but that is at odds with the hopes and ambitions of many females today, who seek academic achievements and a future of more than just producing babies year after year.
