I did not peruse all your links, but I think that if someone videos or photographs an accident scene and sends those videos/photos somewhere, those people should be treated as if they had shot the victims with a rifle that has a scope and a camera connected. "I just photographed them." "No, you shot and killed them."

A friend of my deceased friend saw people gaping at a female car accident victim and shouted to them: Fuck it before it gets cold! Somehow I understand him.
