That seems very unlikely. People make driving mistakes, very few people intend to hurt children, and penalties do not influence that sort of behavior very much.

Even if there is no phobic reaction, the child is smart enough to see it is something whose strength poses danger.

Some children walk early and are not fearful. One danger is streets that have no loud noises at a given moment, but a car approaching rapidly from a distance may not register with a young child. This happens in urban areas too.

I have no idea what the stats are, but I can easily believe that less children are hurt or killed in those Third World streets than in the First World streets. When weighted by the number of children-hours on the street, the difference must be very large.

I doubt this very much. I think the story is that children are dying of so many other things in the Third World that higher pedestrian traffic deaths are not a significant issue for them. It all depends on what you mean by streets, too. Sure, if there are few yards or playgrounds kids will play in the less-traveled streets more.

This doesn't separate out pedestrian deaths, but the fatalities per motor vehicle column shows a pretty clear First World/Third World split.
