Trying to get support in the 90s sounds like it was pretty tough. Had my own difficulties trying to do the same more recently but at least there's actual specialist to speak to now rather than having to hope a regular councilor knows what to do. Councillors are great and everything but I was worried for the same reasons as you. The help line I use really works for me and I like that I can talk specifically rather than avoid or have to dance around the topic.
