No, it diminishes the spread. Not to zero. No vaccine reduces spread to zero. But it does diminish the spread.

You should mask anyway because of the capabilities of surveillance cameras.

And infections don't care if the person catching them is a good or bad person. I don't care that Abimael Guzmán died of it. I care that people in my family who I cared about did. There is no infection yet which is able to discriminate between good and bad people.
