The research suggests more like 20%.

"In total, 21% of subjects reported sexual attraction to some small children, 9% described sexual fantasies involving children, 5% admitted to having masturbated to such fantasies, and 7% indicated some likelihood of having sex with a child if they could avoid detection and punishment"

I've seen a number of studies with results hovering in the same range. While lower than your guess, that's still a phenomenally large portion of the population!
