Scenario:

A group is invented which purports to help a certain segment of society, a segment which society considers dangerous. They make what may sound like helpful overtures to this segment of society, but do not actually support any societal changes which may help this segment. A long, written summary of events is given, but still no concrete helpful changes are made. Then members of this societal segment are invited to attend meetings, especially members who have leadership positions or influence. There, at the meetings, their identities are noted. The meetings are infiltrated, with the group's permission, by law enforcement personnel. A round-up list is created, which at a certain date will be used to locate and incarcerate members of this societal segment. Justifications and rationalizations will be made for this round up, but they will be unnecessary because the good people of the society will simply look the other way. After all, they are not the ones being rounded up.
