To me it's like comparing homosexuals to straight men who are somewhat attracted to passable transsexuals or who had sex with other men while in prison, or lesbians to women who kiss each other for attention in bars or who have sex with each other for money. It's estimated that only about 3% of the population is primarily homosexual, but if you counted everyone who had ever had a homosexual experience, that number goes way up. People who identify with the gay lifestyle are more likely to engage in longterm same-sex relationships, while situational homosexuals prefer cruising(random sex, often in public places).

It's the same with attraction to children. Like homosexuality, it's relatively rare, although a significant percentage of the population is capable of being attracted to them at certain times, and may act on this attraction especially if they feel they can do this without being discovered. Situational offenders are less likely to desire a romantic/platonic relationship with the child and also care less about the consequences for the child. True pedophiles are primarily attracted to children of a certain age, and often desire a longterm relationship within the confines of their AoA or even beyond. They care very much for the child, and are deeply concerned about the consequences for the child.

In conclusion, the sign of a true homosexual or pedosexual orientation is not the sexual behavior itself, but the feelings behind the sexual behavior and the frequency of it.
