The large paederotic population (which we need to target)? The large numbers of friendly nonpaederotic citizens? Hate groups? Other?

Once we've got an answer to that... why them? Why are they the best choice? Is there more than one audience we're targeting? Can the audience we're targeting be broken down into smaller subsets which are completely different from each other?

...once these questions have been answered, we can move on to things like "how the hell are we going to strike up this conversation" and the like... but it's a good idea to have one's audience in mind...
