I am not going to name the site because although the site is legal in my country, outside North America, it might be illegal in others. Find out first if this is legal in your country before doing more research on the subject.

The other site is a repository of sex stories with a newsgroup that has the same name as the website, it is a well known site in the sex stories community with their domain registered since 1998 and they are still hosting FrankMcoy sex stories in between thousands of others.

They went offline for sometime, I am not into stories and don´t follow the saga, I don´t know what happened for them to go offline but I just checked and they are back online.

It is a project of the Internet Free Literature Corporation, a 501(c)(3) United States non-profit organization and operate in the open as you can tell.

For context, and as a warning, Frank Russell McCoy was a USA based writer posting explicit child sex stories under his real name believing that free speech laws would protect him because it was only fictional text with no images, but not such thing, he was raided by law enforcement, charged and convicted of transporting obscene materials due to the stories, during that raid they also found real child pornography in his computer which considerably extended his prison time.

McCoy wrote, posted, and emailed links to stories about the rape, torture, and murder of children. He was convicted of transporting obscene matters, in violation of 18 U.S.C. § 1462, and sentenced to 18 months' imprisonment and two years' supervised release.
