It is hard to fault the detective in the case for questioning the veracity of the accusations, as false accusations are not exactly rare and I don't want to condemn her without hearing the full story - but certainly there are signs of at least gross incompetence in the sheriff's department run by Sheriff Grady Judd in Florida.

One of the more telling aspects of the story was that the girl, who had previously spent time in foster care, was threatened with being returned to foster care if she did not plead guilty to making false accusations against her adoptive father. While it may not have been intended as a threat consider how bad the foster system in Florida must be if a girl would rather return to the man who had repeatedly raped her for three years than go back to the care of the state.
