What seems to be the aim for, not some kind of plotters in control but currently the loudest faction, is massive purge of Russian upper classes AND holding Russian common people and non-political elite responsible. The problem is that the disruption of war and purge is massively impoverishing, and the West will not be inclined to help because "The Russians are guilty and so are Japanese" - people will be opposed to helping Russia on grounds that Africa is worse off and less guilty.
