In the end, the state itself does not matter as much as the views of the culture. Culture comes first.

No if the culture is staunchly against us, then it doesn't matter. Libertarians talk a big game about liberty, but then twist the non-aggression principle to be "violated" when it comes to consensual adult/minor relations. Ancoms like to talk big about removing hierarchies, but suddenly the will of a child wanting to engage in consensual relations is also twisted, where the adult party is abusing hierarchy to force the child.

I feel a libertarian state, where power is decentralized, thus people are less able to enforce their will on others, is best. However, many will disagree.
