I disable Cortana permanently for starters. Windows is actually a terrible OS to use these days if you have any privacy concerns. I swear I am going to Ubuntu or Linux soon, but I've been saying that for years.

You can try disabling all your add-ons in TOR. Technically they recommend against most of them, but I have some on mine anyway.

If you know how, try disabling as many installed programs that begin at startup as you can, re-enabling them one by one.

Completely uninstall Tor, maybe using a util like Revo Uninstaller.

Last guess would be to do what I do. Search the web for your specific issue. Usually 5 other people have that issue, and at least one of the 5 solutions works.
