As for what kind of person he was, back when the shootings happened there was video of him on that night prior to the event. He was a short stocky angry little guy trying to start shit physically, and daring people to shoot him.

Somehow, I don't think he believed black lives matter, but was just taking advantage of an excuse to go wild, riot, and crack some heads. He's in his 30's chasing down a non-violent teen intending to give him a beat down at least, or kill him more likely. In the animal world, a true predator's instincts kick in when his prey tries to flee. Not exactly a wise move when your prey is carrying a loaded firearm.

Maybe I'm wrong to say that probably means he didn't have much respect for the kids he had sex with. I'm inclined to say he was probably willing to do whatever it took to get what he wanted.

Not sure what Level 3 means, but it's probably not good.
