That's a major problem - that, at least in the US, there really is no definition. A book that would probably be fine in California could likely get you arrested in Alabama or Mississippi. Not to mention everything you're talking about. If the government wanted to take someone down, probably the vast majority of the population has something, cached website images, family photos, whatever, that they could call child porn and take them down using.
