Hang their collars on the owners' front doors with a creatively cryptic feline-version "Zodiac Killer" message about "Fluffy's" free spirit for being let out int the night as the small-animal killer she was. Cats are programmed killers and a pox upon small wildlife.

At the very least, you'd be helping nature, and getting yourself some fresh healthy air to boot.
