I'm pretty sure he's talking about Abraham Lincoln who almost everyone overlooks or most just don't know he had anyone who wrote something he didn't like about the war arrested and pretty much ignored the constitution. The first amendment pretty much didn't exist for him.

The constitution only exists when people just want to use it. Every living president has violated the constitution now, some worse than others.
