I do think that Tor + VPN is ideal.

About logs, you definitely want to use a VPN that doesn't keep logs but I would never take a company's word for it.

ExpressVPN is based in the British Virgin Islands and has servers all over the world that you can connect to - 24/7 customer support and is very easy to use. Not that I work for the company or something, but IMO they're #1.

I've never paid anonymously, I know some who do this.
