Technically, you are correct. Taking away a major legal blockade in hiding a crime will make that crime occur

If there is no "crime"... it cannot occur.

However, it's the meaning that is intended. Current laws make "something" illegal and removing that law will make that "something" more prevalent. That, I submit, it the intent of the argument.
