These countries all make adult/child sex illegal. That doesn't mean it is not tolerated.

Here in Canada, it is illegal to run a red light once it turns red. However, everybody does, even the police do. It's in the training manual for cripes sake. "Enter the intersection and wait for the traffic to allow you to finish your left turn. If the light turns red, wait until the traffic stops and proceed with caution." Three or four cars continue to make that red light run until the traffic prevents it... Then, there's this one fellow who is late AND running the redlight in the far lane that the turning car can't see. Boom. People die.

Like I said, it's the law here in Canada to RUN that light once you are IN the intersection. Yet, often... almost always... you see cars not yet in the intersection make that left turn... even the cops do it.

Same with those countries I mentioned above. Their laws prohibit underage sex yet hardly anyone gets charged unless it's pushed by the United Snakes of America gubment.
