Words have meanings. Rules do too.

You are right that his posts were explicit rule violations. Rule 4 is pretty clear that you can't write anything personal about any poster who isn't yourself. And yes, I think he should be banned, and I am certain that in a bygone era he would have been banned. Maybe not permanently; but certainly he would have.

But what he did is not doxxing. Doxxing means to give out not just such general information as he did, but something of the form:

Name: Barack Hussein Obama
DOB: August 4, 1961
Address: 1600 Pennsylvania Avenue, Washington DC
Job: President of the U.S.A.
Family: Married with 2 daughters.

Not: "He's an African American public employee, in his late 50s, graduated from Harvard and living in DC"

The intent may be the same. The difference may be of degree rather than substance. But the two acts are still different. Of course, if even general information is forbidden, full doxxing is forbidden too. That should be evident.
