The whole premise ignores the fact that for centuries young unmarried women have used Carnival ( and in NorthAm ) Hallowe'en to flaut social prudery and show off their wares.
Nothing has changed. Those who have boy-entrancers are interested in exploring their power. The only difference in the intervening centuries is the denial of biological fact and the raising of the age at which a woman may legally be recognized as one. Combine THAT with a raise in the age of marriage, and you have a lot more unmarried young women who are deemed to be children for the purpose of denying a centuries old healthy safety-valve in the form of ritualized display.
Other rituals associated with the Carnival and its costumes included ribbing the Autocrats as well as the Clergy. ( Note the continued popularity in young adult males of cartoonish Presidential disguises. )
Its all things which constitute the foundational values of Western Civ, but which are being erased by the Antis in their hatred of children's sexuality.
