I concede to your extended experience with the board and appreciate that you mention this can happen (nons that are allies).
I can't find any information to conclude that Phillip was a non. He was perceived as a pedophile by the public upon his arrest and he hedged the question in this article:

I believe that having nons as allies is a great benefit to pedos. A piece of mainstream society that understands that we are not 'dangerous' and can be of benefit to the lives of children, even a tiny piece, is very encouraging.
This is the first time I have considered that anyone besides 'us' could give a shit.
