This depends on which end you look at it from. I think you are looking at the number of crimes against children and saying "most are by teleios and few by pedos" (see below for complications).

I'm looking at the other end: How likely is it that a given teleio is going to molest a child, and how likely it is that a pedo is going to. Since there are so many more teleios, the percentage of them who molest is much lower.

The next question is what is the top age of what counts as "child". When the statistics pertain to minors and we're including young teens, then the great majority of "molesters" will be teleios attracted to adults -- because those are adults -- or at most we'll get some of our hebephiles. When you restrict it to prepubescents, then it changes a lot. There my rule of thumb is that half are by pedos and half by teleios. The younger age you go to, the higher the proportion of pedos.
