I've known girls who don't and I've known girls who do. The problem there is generalization. A free society gives all the girls the same chance to choose either which they will choose.
I can't deny I am naturally more attracted to the more slutty girls and in this case I can't deny I have a conflict of interest, but I can and do uphold and respect the choice of the asexual girls just as much as that of the slutty girls and legalization wouldn't change that. Actually, it would even tend to naturally segregate pedos away from asexual girls because we'd be too busy with the slutty ones.
If really the free expression is "nothing" then it doesn't need to be banned, does it? Nothing is banned that nobody wants to do. It is unnecessary.
I set myself as a thought experiment what it would be like if we transformed society so those things weren't true and pedophiles could realistically look forward to lots of sex with girls. I imagine breaking down those natural relationships and the girl ends up at a place where she has no guilt attached to sex and she's totally free to do what she wants. But she still doesn't want to do much because she's just not very interested in sex. So what would induce her to allow it? External reward in the form of other things she cares about. Quid pro quo. Prostitution.
You do not need a thought experiment. You can do a real experiment. Report us your success in achieving your daughters to eat their veggies and respect their bedtimes by using external rewards.
