Sovereignty means a monopoly of the power of decision. Monopoly means only one agent can do the thing; in this case, only one agent to decide.

If the state is sovereign, then parents are caretakers of children at the state's mercy, period. Good and bad parents alike. And good and bad children alike, for that matter.

If the parents are sovereign, then the state has no authority to reach into the parental decisions, guidelines, styles or commands, period. Good and bad parents alike; good and bad children alike.

Both are implicit in the concept of monopoly underlying the concept of sovereignty.
