Actually, I was trying to stress that is is Modernity (that just happens to be Western in origin) that is largely responsible for the fear that drives people to embrace conservative ideas and - eventually - terrorism. The fact that Modernity and Western culture have historically been intertwined causes confusion. The fact that some Western nations have compounded this problem by poor choices in foreign policy has not helped matters.

I do agree that individuals should be held responsible for their actions. Still, understanding why individuals (and groups) end up committing crimes may be more helpful in preventing such crimes than punishing those who have committed crimes in the past.

As for the people in Islamic regimes changing those regimes - I think it will definitely happen, but it may not be on the time scale that we are comfortable with, and we may not be comfortable with some of the decisions they make. That does not change the fact that such changes are more likely to be permanent if we can use persuasion rather than force, nor that they may be right to reject some "modern" ideas.
