Though I cannot call myself an actual panty lover, I can answer positively: yes, they do. :) In those days it was not a big deal to show little girl's panties. And in the actual film the girl's skirt seems to be shorter than in this Youtube video clip.

I had not seen the video clip you linked to. As someone says in the comments: Wonderful to see this alternate ending!
