The title for chapter 10 is confusing. Does she mean:

10. What Stops Adult (From?) Preventing the Abuse of Children?

(i.e. Gee, we all want to prevent the abuse of children, so what's stopping us??)

or

10. What Stops Adults, (Thereby?) Preventing the Abuse of Children?

(i.e. Gee, all those p(a)edophiles want to abuse children; what's stopping them?)
