Yes, there is negligence there, but it's not where you think. If the snake tried to eat the girl, then it was hungry. You cannot leave ANY pet hungry and expect them to just stay happy like that. Obviously, in the case of a python, this will imply danger to people that a hungry hamster doesn't. But this was easily avoidable simply by feeding it decently.
Notice that a python is NOT venomous - there's a good argument about venomous snakes, because they don't have to be hungry to be dangerous (as venom is equally good a weapon in defence as it is in attack); but if it was a python that did it, and through constriction, it was hungry, period. The Boidae and Pythonidae threaten back, and might sure kill an adult, and all the more a 2yo, if they feel under threat, with a few good moves, as they are obviously stronger than even an adult human - but they won't constrict any animal except to eat it.
This is not to mean it's any less tragic; and as I said, there is negligence needed for this to take place. But the blame should also be correctly attributed; and I don't think having a python at home is all that dangerous, really. If it is done well.
