Of course children can consent to sexual activity or anything else their little hearts desire. The question should not be whether or not they can, but whether or not they should be allowed to consent.
This, to me is a lot more tricky than it sounds on the surface. Even in a more perfect world, children would need to rely on parents and other trusted adults, for advice and counsel concerning sexual activity, as well as for anything else that has a potential for negative consequences. Sure, they CAN consent, but they may be unclear as to when it is wise to do so and when it is more prudent to just say no.
