No one really deserves to get hit at all, no matter where. I'm not very clear with 'deserve' to be honest, it loses meaning to me. I think simply we choose to do things with desired outcomes, and much like rights, we agree upon what people deserve...

Basically, people deserve to not be hurt, because people remaining uninjured is good for society. We simply resort to hurting if it prevents a greater harm, like if that person were going to hurt others or something.
