If kp production was legal, then *simulated* rape kp would also be legal and could be monitored for the safety of the children.

Illegality makes more likely, not less, that any children involved in kp production be abused.

As you said, legal adult rape porn is fake. There is no reason why there couldn't be legal rape kp which is also fake if it was legal.
