Not really - not in the modern American economy at least.
There are a lot of jobs available that American companies need. However, there are minimum wages preventing companies from hiring American workers at low cost and there is a welfare system that disincentives potential workers from taking low-wage jobs. So the companies that can do so, because of their industry, prefer to take those jobs to third world countries, mostly China, at a higher immediate cost but a much reduced cost in the long term. And the companies that for some reason cannot take those jobs to China, still don't hire American workers: they take illegal immigrants which are by definition much cheaper than even the cheapest American worker.
The thing here is that it's false that there aren't many jobs: there are A LOT. But there is little incentive for the companies to give them to Americans or for Americans to take them, at least when compared to taking them abroad or to hiring illegal immigrants.
