The bill was passed by the US House of Representatives and will now to on to the Senate to be debated and voted on. Typically in US history the House has been the more reactionary branch of Congress and the Senate has been more deliberative, but in the past decade or so the Senate has become just as uncivilized as the House.

But when it comes down to it, I'm betting that this is a bill sponsored by the telecom industry in an effort to shut-down free wireless internet points so that people will be forced to pay every time that they access the internet. Every time a politician says that they're doing something "for the children" you're guaranteed that you'll be losing some of your rights and there will be devastating unintended consequences.
