Technically, that is correct. However, Lindsay is not living in the Empire as of now, therefore they can't get him, as much as they really want to. Todd, however, is living in the Empire, and since they want to put someone in the camp, they will gladly put Todd instead of Lindsay... I can surely see them arguing that Todd acted as an agent for Puellula, as inexact as that is, and get away with it... So, while illegal, I sure see them doing that... |
