...and while I'm not a lawyer, have you considered filing the "speech" (18 & 19 + 1st) and "status" (26) 42 USC 1983 suits as seperate instance? Allows for diversification... as well as individual v. department suits (4 suits total), and possibly multiple individuals (you'd know better than I)...

...just a thought. Diversification 'n risk management, plus a more drawn-out period to leave 'em guessing as to whether justice might actually end up upheld.

Oh - and check the ICCPR for "right to freedom of association" - that could get ya 2+ more. The more, the merrier...
