I've read this:

Though I associate molestation with touching someone in a way that is unwanted by the one touched, and which goes beyond normal etiquette, I wouldn't disagree that what I quoted could be described as molestation.

Whether the behaviour described in what I quoted is molesting, depends on how the girl feels about it in the situation.
