Yes. Due to costs and perverse incentives, attempting to provide positive rights may backfire.

But if you do not provide positive rights (whether you are unsuccessful in trying, or gave up trying), then you still cannot act surprised when someone with negative liberties but not positive rights winds up being abused.
So how would you react when you encounter an actual case of abuse?
