Unless you think that little girls would just be happy to hop into bed with old and ugly guys either because they wanted to for themselves or out of the goodness of their hearts, there would be a market for small girl prostitutes.

I've described my framework a number of times, and your criticism of it is not sensible. The state gives parents broad latitude in terms of how to raise kids, but there are certain lines they cannot cross. If they do, the state will intervene. Routinely beating your kid senseless is a clear one. I'm saying here that formally letting your prepubescent have sex with adults would be another one if policies I favor were enacted.
