It has zilch for popular penetration and quite a bit of popular opposition... so by that standard, it's in the past tense.

As a side effect of this and other factors, without outside interference, we could right now engage in street defense, put manufacturing on consignment shelves, and the like, at zero to negligable expense. So in addition to the answer of "past tense," we have the additional theoretical answer of "right now."

Then there's the circumstances this all took place in... an autocratic criminal state.

The vast majority of heavily populated areas in the US are effectively "no-go zones" for the police; about 80% of persons outside the no-go zones which comprise much of the US openly express zero confidence in and concern with the state of self-alleged governance.

As a result of not being willing (or able) to go into the no-go zones casually, a vast bulk of "I don't need a warrant," "what is this cocaine that fell out of my pocket into your pocket," and the sport murder of unarmed civilian have fallen on the middle and upper classes, who are less equipped to fight back against unlawful paramilitary occupation.

This becomes relevant because of that which it goes hand-in-hand with - extortion. The populated areas are increasingly divided into state-free, safe no-go-zones, and a stratified, but artificial, magical no-go theme park - a world of private & gated communities and malls with international corporations, completely seperate from the world at large.

Currently, several private and gated communities allow access to the police... but as state-led crime increasingly targets "the hills" (seen it) and gated communities (seen it) out of inability to enter other communities to victimize anyone, more and more private communities' homeowners' associations will be likely to kick them out and opt for private security, relegating the police from "middle and upper class communities" to "the area directly around the mall."

In many cities, even many small cities, "the mall" is the only place which is NOT a no-go area for the fairly criminal police forces, and they're not allowed in the actual mall. This tangent, and the picture of the world we're basically in, brings the tangent back to relevance through...

...extortion.

Gang-affiliated entities in england recently launched an extortion campaign against google - and were more successful than they should have been, these people have no relevance. The companies inside the mall, otoh, are extorted regularly; they're selling kids' clothes, they're selling halloween costumes, they're selling empty water bottles therefore some child might put their own alcohol in them... et cetera. With the multinational nature of some of the parent companies, they're used to making payoffs' in these gangs' home countries, and sadly, tend to have no backbone. Meanwhile, signifigant and dubious barriers to market entry ensure the status as an incestuous triangle - easily-extorted companies, criminal gangs practicing extortion, and the police, who mostly do enforcement for foreign criminal gangs.

To sum that up, anything you can in fact do would probably be criminally shut down by illegal actions of the police. Channeling the flow of money away from the extorted to the neglected citizens by way of what they're allegedly being extorted for - easy enough to do - pretty much establishes that even such petty things as private business or community assembly will be shut down, let alone some of the crap we could do to the flow of commerce.

This places your timeline at "whenever we drop a cocaine shipment for every time they start shit." That could be anytime, develop a new hobby today.

Outside of this little problem, all the answers are "before this shit even started." The "official" media is nothing but a controlled extortion apparatus - turn it off. The mall is not only a frequent victim, but a complicit one - support only the change you wish to see, and only the best of this, shop localist for everything else... and so on.

I've spent the last few months engineering at solutions which frankly bypass some of the issues structurally. I'm still cracking at the better version...

...but the context is a single criminal gang, narrowly-oligarchic controlled environment, and massive public victory. That's the backdrop we've got right now.

Much like police occupation, one might wish to contemplate how to stress them before we break them. It's a worthwhile field for thought.

In the meantime, this state is also untenable - and without illegally shutting people down, easily fixable.
