Yes, unfortunately Western and Northern society have not yet adapted a "live and let live" attitude towards the world, particularly in America and Britain. Over and beyond the matter of demonstrable and empirically provable harm, our culture still insists on promoting social "norms" that everyone is expected to follow. All of this is nothing more than adherence to decorum presented as a form of "protection." In actuality, these norms and the supremacy of those who benefit from them are the only thing such ideologues are trying to protect.

For the most part, the government and society today accepts that adults--because they possess the full measure of civil rights allowed--cannot be forced to desist from certain choices. The rare exceptions to this seem to be the laws that prohibit polygamy and work as a prostitute... though the former is often legally tolerated in the form of polyamorous pairings that do not involve legally sanctioned marriage; and the latter is permitted in a few authorized locations here and there (e.g., certain areas in Nevada), or in the case of psychologists who use sex work as a form of sexual therapy for paying clients (i.e., sex surrogates).

However, because people under 18 currently lack most civil rights, the breach from norms that are grudgingly but legally permitted by adults are heavily imposed upon underage youths. And of course, any adults who help an underager breach these imposed norms are very heavily penalized by the law and demonized by society at large. People under 18 are not allowed to be sexual beings under almost any circumstances, and society has made this one of the most heavily legally enforced and vilified taboos in contemporary civilization.
